Maybe. Let's see if we have issues in practice.

The reason for question 2 is that you cannot add translations before the
PR is merged, but often, there is a customer who needed the module, and
likely he needs it with some translations for his own language.

Absolutely, yes. For a new module there is no risk of confllict.
