That is the same in Germany. One have to pay 25% of income tax on gains in financial assets (such as stock) in the very moment he or she sells the stock (earlier on it was individual income tax for the first 12 month of stock ownership and thenafter zero). But even though it is income tax, taxation is being done on transaction level (today, wasn't the case earlier) and executed by the bank directly to the government authorities.
