Introducing Pricelist Tenders for Odoo 9

Dear Purchase experts,

We want to introduce to Odoo 9 the ability to negotiate supplier pricelists.

You can see here the PR of the proposed module: https://github.com/OCA/purchase-workflow/pull/254, where the process is explained.

The approach is similar to the one used in OCA module "purchase_requisition_bid_selection" in v8 (https://github.com/OCA/purchase-workflow/tree/8.0/purchase_requisition_bid_selection), but focused on purchase pricelists.

We decided to drop the use of Purchase Requisitions to handle the Tender, because they are very oriented to managing RFQ's and Purchase Orders, instead of Supplier Pricelists.

One thing that we're not sure about is whether the Pricelists Bids should contain individual Supplier Pricelists, or the Supplier Pricelists should be created as a result of the Bid...
