Is it possible to override their behaviour at repo level? For instance, translate their text.Or adding new issue templates?
Yes, if you create a folder called .github/ISSUE_TEMPLATES in the repository, Github will use whatever information it finds there, instead of the organization level settings. Check https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/creating-a-default-community-health-file#about-default-community-health-files for details.
