as far as I know, this module is used by account_vat_on_payment and l10n_it_withholding_tax.

account_voucher_cash_basis is a technical module ('Hidden/Dependency' category).

The main purpose of this module is to compute, in vouchers, the paid amounts grouped by invoice (considering multi currency and write off).
